What the public system covers
British Columbia funds a range of substance use services through the regional health authorities. On Vancouver Island that is Island Health. Assessment, counselling, opioid agonist treatment, withdrawal management beds, and a number of bed-based treatment programs are publicly funded, which means no fee or a small daily rate.
Access usually starts the same way: a call or referral to the health authority substance use service, an assessment, then placement into whatever is available at the level of support the assessment identifies.
What is not covered
Private live-in programs are not publicly funded. Fees vary widely and are paid privately, by family, sometimes through an employer or extended health plan, and occasionally through a first-responder or union benefit.
Supportive recovery homes sit in between. Many charge a monthly rate, some of which can be offset for people receiving income or disability assistance. The label covers a very wide range of quality, so it is worth asking direct questions about staffing, structure, and registration.
Where the waiting happens
Waits are not uniform. Getting an assessment is usually the faster part. Getting a bed at the right level of support is where time is lost, and the wait varies by community, by program, and by the type of bed needed.
